Program Description: The State Improvement Grant (SIG) operated by the Office of Special Education at the South Carolina Department of Education is a state-wide five-year project designed to improve the detection of student reading and behavioral problems and to improve the quality of interventions used to remedy those problems. The South Carolina SIG has identified these problems as being specifically manifested statewide in low reading achievement, an overrepresentation of minorities in special education, the high dropout rate of special education students, and school discipline problems. The South Carolina SIG Grant proposes to (1) coordinate systems change with local, state and national efforts, and (2) enlist critical stakeholders in education at all levels.
